Reduced Sugar Chocolate Velvet Frosting

1 cup 1% milk5 Tblsp Whole Wheat Flour1 cup room temprature butter1 cup Splenda Blend For Baking2/3 cup Dutch Processed Cocoa1 tea Vanilla Extract
Mix milk and flour in a small sauce pan and cook over med. heat, stirring constantly, until thick. Place in fridge to cool completely 1/2-1 hour.
When flour mixture is cooled, place butter in a large mixing bowl and beat on low speed until soft. Add Splenda Blend and beat on low speed until well mixed. Add cocoa and beat on low speed until well incorparated. Make sure you scrape bowl several times to be sure all cocoa is incorparated into butter. Add vanilla and beat on low speed until incorparated.
Add well cooled flour mixture and beat on low speed until well mixed. Scraping bowl several times. Beat on high 1 or 2 min until light and fluffy. Do not over beat!! It will get air holes and won't spread smoothly.
Frosts one 2 layer 13x9 inch rectangular or 1 three layer 9 inch round cake. 20 2x2 inch pieces.
You can use regular powdered baking cocoa but you will need to increase the amount to 1 cup if you do.
