low sodium loose cabbage rolls

Ingredients
1 lb. extra lean ground beef1 medium onion (chopped)1 cup bell peppers (chopped) (I use frozen)1 medium head green cabbage sliced/shredded1/2 cup long grain brown rice1 1/2 cup low sodium tomato juicegrated black pepper to taste
Directions
Makes 6 servings
Preheat oven to 350
Brown ground beef with onions and peppers, drain fat if necessary
Stir in Brown Rice and Tomato Juice
Layer Cabbage and ground meat mixture in a baking dish
Cover and bake for 90 mins
Pepper to taste
