Beef Stew with Mom's Dumplings

Ingredients
1 lb. stewing beef1 small onion, peeled1 bay leaf2 cups beef broth8-20 cups water1 small turnip, peeled and cubed30 small baby carrots4 large potatoes, peeled and cubedDumplings:1 1/2 cups flour2 tsp. baking powder3/4 tsp salt3 Tbsp. shortening3/4 cup milk
Directions
Brown stew beef in dutch oven over med. high heat. Add beef broth and 8 cups of water, onion and bay leaf. Bring to a boil, reduce heat to medium, cover and simmer at least 30 minutes. For best flavor, add water as needed and simmer for 3 hours. Return heat to medium high and add turnip and carrot. Cook at least 20 minutes then add the potato. Continue to cook another 20 minutes or until vegetable are tender.

To make dumplings:
Combine flour, baking powder and salt. Cut in shortening until crumbly. Add milk. Drop by teaspoonfuls into boiling juices and cook uncovered 10 minutes. Cover and cook an additional 10 minutes.
