Deb's Turkey Cabbage Hot Dish

1lb. ground turkey6 celery sticks1 can tomatoe soup1 can tomatoe sauce (15 oz.)1 can mushrooms (7 oz.)1 head of cabbage1 cup water3 tsp. garlic1 cup raw onion2 tsp. fennel seed1 tbsp. ground sage1 tbsp. Italian seasoning1 tbsp. crushed red pepper ( to taste)
Brown turkey and celery. Chop cabbage,. In 9x13 cake pan line the bottom with 1/3 of cabbage then 1/3 of turkey creating layers 3 times. Mix together all of the other ingredients and pour over the layers of cabbage and turkey.
Cover with foil.
Bake at 350 for 2 hrs
