Simple Beef Stew

Ingredients
1 lb sirloin / top steak - cut into 1-1/2 " cubes3 garlic cloves 1 Medium Onion - cut up2 parsnips - pealed and cut into 1 inch pieces1 small turnip pealed and cut into 1 inch pieces2 C beef boullion - 1 bay leaf1 stock of celery diced1 tbsp worcestershire saucePeas, Potato's prepared separately
Directions
Place all ingredients except flour and peas into a 'small roasting pan, cover and bake at 250 degrees F until meat is tender - shake flour with 1/2 cup cold water, then pour into baking pan Add 1 Cup frozen peas / beans- return to oven and roast for 30 minutes more - stirring periodically.

Prior to serving - cook potato's until tender -
