Healthy Shepherd's Pie (Beef - no dairy)

Ingredients
10-12 small - medium potatoes4 Large Carrots1 lb. Lean Ground Beef1 Cup Vegetable Broth4 Tbsp Earth BalanceSalt, to tastePepper to tast1.5 tsp Paprika
Directions
Peel cut and boil potatoes. Peel cut (on diagonal and steam carrots. Mash potatoes with Broth and Earth Balance, salt and pepper to tast. Brown ground beef with salt and pepper to taste. Drain Excess fat. In a 9 x 13 casserole Layer ground beef, then carrots then top with potatoes. Sprinkle with Paprika and bake at 350 for 30 minutes. Cut into 3 x 4 servings.
