Grandma's Tater Tot Casserole

Ingredients
2 pounds ground beef1 cup onion, chopped1 cup celery, chopped2 cans of mixed vegetables, drained1 1/2 cups of milk1 can cream of chicken soup1 can cream of mushroom soup2 pound bag frozen tater tots
Directions
Reserve 2 cups tater tots for top of casserole. In large bowl, mix all ingredients and pour into greased casserole dish. Top with reserved tots. Bake 1 1/2 hours at 350 degrees.
