Grandma's Fish Dinner

1 lb cod (fillets)1/4 cup margarine1 cup thinly sliced onions1 1/2 cups thinly sliced carrots3 cups thinly sliced potatoes1 clove garlic, minced1 tbsp flour1 tsp salt3/4 cup warm milk
Melt margarine in a large saucepan and saute onion until tender. Add potatoes, carrots, and garlic. Fry for 5 minutes, stirring constantly. Sprinkle on the flour and salt; stir and coat well. Add milk and heat until bubbly. Spoon all into 2 qt casserole dish, cover and bake 30 mins in 350 degree oven. Next, take it out and arrange fillets on top of mixture. Brush with oil, cover and bake for another 25-30 minutes.
