Orange Cranberry Wheat Germ Muffins

1 1/2 C oat flour1/2 C wheat germ1/2 C dried cranberries1 tsp baking powder11/2 tsp baking soda1/2 tsp ground cinnamon1/8 tsp nutmeg3/4 C packed brown sugar, used brown sugar splenda1/4 C canola oil1/4 tsp orange extract1/2 C fresh orange juice2 large eggs1 Tbsp turbinado sugarCooking spray
Preheat oven to 375.
Combine flour and next 7 ingredients in a large bowl; stir with a whisk. Make a well in the center.
Combine brown sugar, oil, juice, extract, and eggs; stir well with a whisk. Add egg mixture to flour mixture; stir just until combined. Spoon batter into 12 muffin tins coated with cooking spray. Sprinkle with turbinado sugar.
Bake at 375 for 17 minutes or until muffins spring back when touched lightly in the center.
