Chinese Pepper Steak

1 1/2 lb. Flank Steak2 heaping tsp. sugar1/3 cup soy sauce2 medium peppers2 tomatoes2 medium onions1/2 tsp. ground ginger1 tbsp garlic powder2 tbsp cooking oil3 tbsp corn starch3 tbsp soy sauce
Cut steak into one inch bite size pieces. Spinkle sugar over meat. Pour 1/3 cup soy sauce over meat. Marinate at least 3-4 hours. Cut peppers, onions and tomatoes up. Put 2 tbsp. oil, 1/2 tsp. ground ginger and 1 tbsp. garlic poder in a large skillet. Fry ginger, garlic and oil lightly.
Brown peppers lightly. Turn heat up and add meat. Mix corn starch and remaining soy sauce together. Add onions. Slowly begin to add spoonfuls of corn starch mixture. Sauce will thicken. Add tomatoes.
Serve with rice.
