Carne Guisada

Ingredients
Carne Guisada 3 lbs. lean beef cut into 1 inch chunks.2 Tablespoons cooking oil1 teaspoon ground cumin2 cloves garlic, cut up fine4 Tablespoons flour3/4 cup water1/2 teaspoon Mexican Oregano2 Tablespoons chopped cilantro1 teaspoon black pepper2 teaspoons salt1 medium onion, chopped2 cans Rotel tomatoes & green chilies (original).
Directions
Saute beef until brown. Add oil and flour and toss with beef until flour is brown.
Add spices and water, stirring well.
Add Rotel tomatoes and cilantro, reduce heat and simmer approximately 30 minutes or until the beef is tender.
Place a warmed flour tortilla in soup bowl and spoon the carne guisada into the tortilla bowl. Garnish with sour cream, grated cheese, and pico de gallo
