Brown the lamb
add sugar and lightly caramelise
add flour and cook out for a few minutes
add stock, tomato puree, garlic and herbs
Simmer in oven at 160 C for 1 hour
add potatoes, onions and carrots
Cook for another hour
Add peas and cook for 5 minutes
