Black Bean, Turkey and Rice Casserole

1.5 Cups uncooked ricenonstick spray1 tsp olive oil1 cup chopped onion, purple onion is great!1 garlic clove, minced.5 Cup chopped celery1 lb lean ground turkey2 teaspoon minced jalepeno1 Cup salsa1 Cup water1 15-oz can black beans4 oz cheddar cheese, grated
Preheat oven to 350 degrees.
Cook rice according to package directions. Spray 3 quart baking dish and set aside.
Heat oil in a nonstick pot and saute' onions until soft. Add garlic, celery, jalepeno, and meat. Cook until meat is done. Add beans, cumin, chili powder, salsa and water. Cook until blended together.
Spread half of the rice in baking dish. Cover with meat mixture. Cover meat mixture with balance of rice. Top with grated cheese. Bake in 350-degree oven for 20 minutes.
