Bine's Chili Con Carne

Ingredients
* Olive Oil, 3 tbsp * Onions, raw, 2 medium (2-1/2" dia) * Ground beef, 400 grams * *Peppers, sweet, red, fresh, 1 large (approx 3-3/4") * Red Wine, 1 glass (3.5 fl oz) * Crushed Tomatoes, 500 grams * Granulated Sugar, 2 tsp * Salt, 0.5 tsp * Beans, red kidney, 480 grams * Garlic, 3 cloves * Chili powder, 1 tbsp
Directions
Chop the onions, bell pepper and garlic. Heat the olive oil in a large pot and melt the chopped onions for a minute or two. Add ground beef and fry until completely browned and dry. Add bell pepper and stir for another minute, then add the glass of wine. Reduce a little, then add crushed tomatoes, sugar, salt, chili powder and garlic. Let come back to a boil, then add the drained kidney beans. When boiling again, reduce heat and let simmer for 45 minutes.
You can add more liquid if you want to serve it like a soup, or you can leave it like a thick stew and serve over rice.
