Tabbouleh salad (made with barley)

Ingredients
1 cup barley2 cups boiling water4 tbsp olive oil1/3 cup lemon juice1 cup chopped green onions1/2 cup chopped fresh parsley1/2 cup chopped cilantro1/4 cup chopped fresh mint3 tomatoes, chopped1 cucumber - peeled, seeded and chopped, fineground black pepper to taste
Directions
1. Combine Bulgar and boiling water in a large bowl. Cover, and set aside to soak for 1 hour.
2. Add oil, lemon juice, onions, parsley, mint, tomatoes, and cucumber; toss to combine. Season to taste with salt and black pepper. Cover, and refrigerate for at least 1 hour.
