Orange Cinnamon Muffins

Ingredients
1 cup flour 1/4 cup sugar1 tbsp baking powder 1 1/2 tsp cinnamon1/2 tsp salt 1 cup quick oats1 beaten egg 1 tsp grated orange peel1/2 cup orange juice 1/4 cup milk3 tbsp oil Topping: 2 tbsp sugar1 tbsp flour 1 tsp light margarine1/4 tsp cinnamon
Directions
Stir together flour, sugar, baking powder, cinnamon, salt and oats. Combine egg, orange peel, orange juice, milk and oil; add to dry, stirring just to combine. Fill muffin cups 2/3 full. Combine sugar, flour, margarine and cinnamon; sprinkle over batter. Bake at 400 for 15 minutes.
