Wendy's Chili

Ingredients
1# lean ground beef14.5 oz can diced tomatoes15.5 oz can kidney beans15.5 oz can black beans15 oz can tomato sauce1 cup water1 cup chopped onion1 cup chopped celery2T chili powder1 tsp ground cumin1 tsp black pepper
Directions
Brown beef. Add rest of ingredients and simmer, partially covered, for 1.5 hours. Stir periodically.
