Broccoli Quinoa Parmesan Bake

Ingredients
3/4 cup dry quinoa1/2 head of broccoli (or 1 stalk large from a bunch)1.5 tbsp butter1.5 tbsp whole wheat pastry flour1 small shallot, diced1 cup skim milkone or two shakes garlic powderone or two shakes cayenne peppersalt and black pepper to taste1/4 cup parmesan cheese
Directions
Preheat oven to 400. Cook quinoa according to package. When almost done, throw in broccoli (cut into florets) and put the lid back on so it can steam a little. Melt butter in small saucepan, add shallots, flour, and spices, sautee a couple minutes, then add in milk. Stir until becomes bubbly and thick. Remove from heat, add parmesan cheese, stir. Pour quinoa and broccoli into 8x8 casserole dish, pour sauce over it, mix, and pop in the oven for 20-25 min.
