Unstuffed Pepper Casserole

Ingredients
2.6 lean ground beefI med onion2 green peppers1 red pepper1 tbsp garlic1 1/2 cup dry instant rice1/2 tsp garlic powder1 tbsp Marjoram 1/2 tbsp oregano1/2 tbsp basil2 1/2 tbsp soy sauce1 cup water40oz traditional pasta sauce3 cups shredded mozzarella cheese, or cheddarSalt and pepper to taste
Directions
Brown beef and strain, add onion, peppers, garlic, and spices! Stir and add in 1 cup water and rice. Cook until water is absorbed. Add pasta sauce and cover! Simmer over med heat for 20 minutes! Add soy sauce and salt and pepper to taste! Remove from heat and let set for 15 minutes. Layer in pan with cheese! Bake uncovered for 10 minutes in a 350 degree oven, until cheese is melted!
