whole wheat chocolate orange scones

mix all dry ingredients (save for powdered sugar), reserving one tbsp mini chips. mix in butter with hands until sandy consistency, then mix in wet ingredients (save for water). form into two round disks, pat remaining chocolate chips into top of disks, cut each disk into 6 wedges. Firm up in freezer while oven reaches 400f. Seperate wedges, and bake at 400 for 20 minutes or until just beginning to brown. Allow to cool on wire racks, combine powder sugar with water till desired consistency is reached, drizzle over scones as desired.
