MAKEOVER: Cheesy Hamburger Casserole (by WINDWITCH)

Ingredients
1.98 cup, shredded Cheddar or Colby Cheese, Low Fat1.02 tsp Cumin seed1.98 tbsp Oregano, ground1.02 tsp Pepper, black1.98 tbsp Basil1.02 tsp Salt1.02 cup, chopped Onions, raw0.48 cup, chopped Green Peppers (bell peppers)1.02 can Canned Tomatoes2.0 cup White Rice, long grain, cooked16.0 oz 93% Lean Ground Beef
Directions
Preheat oven to 350*F. Cook rice according to package and drain. In a skillet, saute onions and peppers until soft. Remove and set aside. Brown hamburger and drain. Add onions, peppers, meat, tomatoes, oregano, basil, cumin, salt, and pepper. Mix together. Add mixture to rice and pour in a baking dish coated with cooking spray. Heat in oven for 5 minutes. Add cheese to the top and bake until cheese melts and dish is bubbly. Let set for about 5 minutes before cutting.
