Rolled Cabbage (Lakhana)

Ingredients
3 lb Ground beef, lean 3 cups Enriched Long Grain Parboiled Rice 3 tbsp Allspice 1 tbsp Salt 1 cup Water4 cans (6 oz) Tomato Paste 80 oz boiled & de-veined Cabbage leaves3 tbsp Ketchup3 tbsp Lemon Juice 6 Tbsp Dried Mint 12 cloves Garlic, minced1 tsp black Pepper
Directions
Combine beef, rice, allspice, salt, water, and 1 can tomato paste. Divide meat among cabbage leaves and roll up. Stack in heavy-bottomed pot. Sprinkle with mint, pepper, lemon juice, and ketchup. Mix remaining tomato paste with water and pour over cabbage rolls. Bring to a boil and simmer until rice is tender, ~1hr.
