Cheesy Mexican Dip

Ingredients
2 lbs ground turkey1/4 c taco seasoning3/4 c water1 12oz can fat free refried beans1/4 c butter1/4 c flour2 c fat free half and half16 oz shredded sharp cheddar cheese
Directions
Heat oven to 400 degrees. Brown ground turkey, add taco seasoning and water. Reduce heat and simmer until thickened. Place meat in the bottom of a 13x9 inch pan. Spread refried bean on top of ground turkey. In a sauce pan melt butter. Stir in flour. Add half and half and bring to a slow boil. Set aside 1/2 cup of cheese. Stir in cheese until completely melted. Pour sauce over beans. Cover with remaining cheese. Bake 10 minutes. Serve with tortilla chips!
