Chilies Rellenos Cassarole

1/2 lb ground turkey1 cup chopped onion1 3/4 tsp ground cumin1 1/2 tsp dried oregano1/2 tsp garlic powder1/4 tsp salt1/4 tsp pepper1 (16oz) can fat free refried beans2 (4oz) cans green chilis1 cup shredded colby-jack cheese1 cup whoile kernel corn1/3 cup all purpose flour1/4 tsp salt1 1/3 cup fat free milk1/4 tsp hot sauce2 large eggs, lightly beaten2 large egg whites, lightly beatenred onion slices (optional)chopped cilantro (optional)
Preheat oven to 350
cook turkey and onions in skillet until browned and crumbly. Remove from heat, add cumen and next 5 ingredients. Stir until combined. set aside.
Arrange 1./2 chilies in 11x7 baking dish. Top with 1/2 cheese. Spoon mounds of turkey mixture onto cheese and spread gently. Leave 1/4 inch border around edges. Top with corn and arrange remaining chilies over corn top with 1/2 cup cheese.
Combine flour and salt in a bowl. gradually add milk, hot sauce eggs and egg whites. stirring with whisk until blended. pour over casserole bake at 350 1 hour and 5 min or until set. Let stand 5 minutes. Garnish with onion slices and cilantro if desired. Serves 6
