Soft Whole Wheat Sugar Cookies

1/2 cup white sugar1/2 cup brown sugar1 teaspoon baking powder1/2 teaspoon salt1/2 teaspoon baking soda1/2 cup shortening2 tablespoons milk1 teaspoon nutmeg1 teaspoon vanilla extract1 egg2 cups whole wheat flourTopping:2 teaspoons white sugar1/2 teaspoon ground cinnamon
Makes 18 cookies.
1. Preheat oven to 375 degrees F (190 degrees C).
2. In large bowl, combine first 10 ingredients and blend well. Stir in whole wheat flour.
3. Mix topping together in a small bowl.
4. Shape into 1 inch balls and roll dough in topping. Place on ungreased cookie sheet, 2 inches apart. Flatten each cookie slightly with a fork.
5. Bake in pre-heated oven for 8 to 10 minutes or until light golden brown.
