Simple Bean Soup (fat-free vegan)

Ingredients
1 small onion, diced finely1 green pepper, diced finely1 cup minced parsley2 cloves garlic, chopped2 cups water, divided1 can no-fat refried beans, or homemade beans of any kind1/4 to 1/2 cup medium salsa
Directions
Sautee onions, pepper, parsley, and garlic in 1/4 cup of the water until they're softened. Add remaining ingredients and heat through.

(My partner likes this with some crumbled tortilla chips in it.)
