Mexican Pot Pie- Gluten Free

Ingredients
3/4 cup chopped onion1/3 cup chopped green bell pepper1/2 lb (95% lean ground beef ) substitute with ground turkey1- 15oz can pinto beans2 Tbs chopped green chilis1- 14 oz can no salt added diced tomatoes1/4 cup gluten free salsa1/8 tsp red pepper flakes3/4 cup gluten free flour mix1 Tbs sugar3 tsp gluten free baking powder1/2 tsp paprika1 Tbs minced fresh parsley1/4 tsp salt1/4 black pepper1/4 tsp cumin1/2 cup skim milk2 tsp gluten free (margarine)substitute butter2 eggs, lightly beaten
Directions
1. preheat oven to 375 degrees. brown onions, bell peppers, and ground beef (turkey) in a skillet, breaking up the meat with a fork. drain the beans; stir into meat mixture. stir in the chilis, tomatoes, salsa, and red pepper flakes. cook 5 minutes, stirring frequently.
2. spray a 2 qt casserole dish with gluten free nonstick spray. spoon the mixture into the dish. sift together into a medium size bowl the flour mixture, sugar, baking powder, paprika, parsley, salt, black pepper, and cumin. add the milk, margarine (butter), and eggs, stirring until blended.
3. spoon the batter over the beef mixture; spread evenly. bake 35 minutes or until the crust is golden.
