Stuffed Green Peppers with Brown Rice

1/2 lb extra lean ground beef3 scallions, finely chopped3 cloves garlic, minced1 can diced tomatoes1 cup cooked brown rice1 tsp soy sauce salt and pepper to taste3 green peppers.
Cut green peppers in half and remove seeds. Simmer in water for 10 minutes.
Brown ground beef with garlic and onions. Add tomatoes and cooked brown rice. Season with soy sauce, salt and pepper to taste.
Bake 25-30 minutes at 350 degrees, adding cheese if desired in last 10 minutes of baking. Serves 3.
