Penne with Chickpeas and Feta

Whole Wheat Penne Rigate Pasta (dry), 8 oz Olive Oil, 2 tbsp Shallots, 8 tbsp chopped Garlic, 3 clove minced*Peppers, sweet, red, fresh, 1.75 medium cut into cubesChickpeas (garbanzo beans), 1 canFeta Cheese, 1 cup, crumbledBasil, 10 leaves Salt, .5 tsp Lemon Peel, .5 tsp 2 tbsp balsamic vinegar
Serves Eight, Serving size is 1 cup per serving.
Cook Pasta and reserve 1/4 cup of liquid when cooking is done.
Heat a lg skillet over meduim heat. Add oil to pan; swirl to coat. Add shallots and garlic; saute 1 minute stirring constantly. Stir in bell pepper and chickpeas; saute 2 minutes. Stir in pasta and reserved cooking liquid; cook 1 minute or until heated through. Remove from heat. Add feta and remaining ingredients. Toss to combine.
