Beef Bourguignon

1 1/2 pounds beef1 large onion, sliced1 8 oz. can sliced mushrooms2 medium carrots, diced1 cup red wine2 bay leaves1 tsp dried thyme1 tsp red chili flakes1 tsp black pepper2 packets beef bouillionwater to cover
