Broccoli and Red Pepper Soup

2 lbs of fresh or frozen broccoli1 large onion, diced3 garlic cloves, minced3 tbsp vege base1/3 brown rice (uncooked)3 red bell peppers1 lemon, juiced1 tbsp vinegar2 tsp fresh thyme1 tbsp ground tarragon1 tsp black pepper
In a large soup pot, combine broccoli, onion, garlic, 2 quarts water, vege base, and rice. Simmer, covered. Roast the red pepers in a broler. Quarter and remove the peel and seeds from teh peppers, then puree them in a blender with the softened broccoli adn some of the soup liquid. Return to pot. Add remaining ingredients.
