Cook the sausage first. Chop the sausage into small pieces. Mix eggs, water, and chili powder in a bowl. Whisk together and start cooking the eggs on the stove (to scramble them). When they start to set, add all the other ingredients except the cheese and cilantro. Cook until done. Sprinkle cheese and cilantro on top. Serve on top of tortillas.
