Cabbage chili

Ingredients
2 small heads cabbage4 cans tomato soup1/2 cup carrots2 lbs ground beef, browned and drained1 bell pepper1 tbsp. pepper1 tbsp. salt
Directions
Layer ingredients in a crock pot in this order: cabbage, other veges, ground beef, soup. Repeat layers until out of ingredients. Cover and cook on low 6 hours or until vegetable are tender.
