Creamy Green Chili Soup With Beef

Ingredients
1 lb Round steak (chopped into bite size pieces), 1 cup Chopped onion,1 cup Chopped Celery, 2 cloves Garlic minced, 1 TBSP country crock (margarine), 3 TBSP flour, 1 tsp chicken or beef bulion, 2 cups hot water, 2 cups milk, 1/4 tsp chili powder, 1/8 tspground red pepper, 2-4oz cans chopped green chilis (drained), 8oz roasted anaheim chilis (chopped), 1/2 cup part skim low moisture shredded mozzarella cheese, 2 cups cubed potatoes, salt and pepper to taste.
Directions
Combine; onion, garlic, celery, and margarine in frying pan. Cook over med hiigh until veggies are tender. In a separate pan (a soup pan) combine potatoes, milk, water, and bullion, cook until potatoes are almost done. add spices and steak to veggies, brown. when steak is almost as done as you want it add the four and brown again. then add meat and veggies to potato mixture alond with all chilis, and bring to a slow boil stirring constantly until soup thickens. pour into four bowls top with mozzarella cheese and serve :)
