Enchilada Casserole

Ingredients
1 Lb lean ground beef2 Tbsp garlic powder1 Tbsp onion powder1 Tsp cumin.5 Tsp black pepper.5 Tsp salt2 Tbsp dried cilantro.5 C green bell pepper, chopped.5 C red bell pepper, chopped.25 C red onion, chopped5 plum tomatos, chopped2 C sliced or chopped mushrooms1 can of black beans9 slices of chedder cheese5 flour tortillas, 8" 1 C rice, to yield 3 cups cooked
Directions
1) Preheat oven 350 degrees fahrenheit.
2) Prep. veggies and set aside.
3) Prepare rice as directed on packaging. Set aside.
4) In a 9" frying pan, begin browning ground beef, adding garlic powder, onion powder, cumin, black pepper, salt, and cilantro.
5) Once beef has browned, add chopped red and green bell peppers and onion. Once peppers and onion are cooked and softened, add tomatos and mushrooms.
6) Stir in black beans.
7) Reduce heat to low, and let cook 5 minutes.
8) While beef, veggies, and beans are cooking, fold and split apart 4 tortillas (making 8 halves).
9) In a 8x8 inch casserole pan, lay a tortilla half at each side of the pan, then 1 whole tortilla in the middle of the pan, to cover the bottom of the pan.
10) Layer 4 slices of chedder over the tortillas (one slice at each corner).
11) Layer half the pan of rice (approx. 1.5 C) over the cheese. Spread evenly.
12) Using a slotted serving spoon, layer contents of frying pan over the rice.
13) Layer the rest of the rice over the meat and veggies.
14) Layer 4 slices of cheese as previously directed, then place remaining slice in the middle of pan.
15) Layer the remaining 4 tortilla halves over the cheese, placing on at each side of pan.
16) Cover pan with aluminum foil and place in the oven. Bake 10 mins.
17) Remove from oven and let sit for 5 mins. before serving.
