Red Beef Chili (HCG-Friendly)

Ingredients
1 1/4 lb. sirloin1/4 green bell pepper2 cloves garlic, crushed1/4 c. cilantro, chopped2 Roma tomatoes, chopped1/2 onion, chopped1/2 stalk celery, mincedDried chile(s), New Mexico or PuyaChili powderCayenne powder2-4 cups water, at your discretion
Directions
Brown beef on both sides; add chopped ingredients, water, chiles, spices, and salt and pepper to taste. Bring to boil then simmer at least 2 hours. Shred beef, stir, and divide.
