Unstuffed Pepper Casserole

Ingredients
2.6 pounds ground beef 93/7I med onion, chopped1Tbsp garlic2 green bell peppers, chopped1 red bell pepper, chopped 1 cup water1 1/2 cups instant rice, dry2 1/2 Tbsp soy sauce1/2 tsp garlic powder1 Tbsp marjoram1/2 Tbsp basil1/2 Tbsp oregano40 oz traditional pasta sauce3 cups shredded mozzarella cheeseSalt and pepper to taste
Directions
Brown and strain hamburger, add onion, garlic, peppers, and spices to meat. Add in one cup water and rice. Cook until water cooks into rice. Turn heat down to medium, add the pasta sauce, cover and simmer for 20 minutes. Add soy sauce and salt and pepper to taste! Remove from heat and let stand uncovered for 10-15 minutes! Add half mixture into 9x13 pan, cover with half shredded cheese and repeat for next two layers! Bake uncovered at 350 for 10 minutes until cheese is melted! Let rest 15-20 minutes before serving!
