Skinny Shepherd's Pie

Ingredients
3 lb Potatoes, peeled, diced, boiled, and drained1.67 cup Chef's Cupboard Beef Broth 99% Fat Free0.25 cup (8 fl oz) Yogurt, plain, low fat 0.5 tsp Pepper, black 32 oz Ground beef, lean 3 cups chopped Onions2 large Celery stalks, chopped4 cloves Garlic, crushed1 lb fresh Mushrooms, chopped2 packages (10 oz ea) frozen Mixed Vegetables0.25 cup Flour, white 2 cups Fat Free beef broth0.25 cup Tomato Paste 2 tsp Worcester Sauce1 tsp dried Rosemary1 tsp dried Thyme1.5 tsp black Pepper1 tsp Paprika
Directions
Mash potatoes with beef broth, yogurt, and pepper. Brown beef; drain well and add onion, celery, garlic, and mushrooms, sauteing until vegetables and soft. Add mixed vegetables, flour, remaining broth, tomato paste, worcester sauce, rosemary, thyme, and pepper. Simmer 10 min. Divide meat mixture between 2 - 9X13 pans; top with mashed potatoes, sprinkle with paprika, and bake at 400°F 20-25 min. Place under broiler 2 min to brown.
