6 ounces ground beef, 90% lean or better1/2 cup chopped parsnips, 1/3 cup chopped onions1/3 cup diced potatoes4-5 baby carrots, each cut in half.
take a large sheet of heavy duty aluminum foil, which will become packet/ serving dish for stew.
In center of foil, crumble beef. Layer with veggies. Sprinkle with salt and pepper. Fold foil into packet, by folding bottom up and over, then top, and finally folding the two sides. Poke top of packets with fork, to allow steam to vent. Place in oven at 350 degrees and bake until fort-tender.
