Chili, with or without TVP or meat

Ingredients
1/2 lb lean ground sirloin (10% Fat)2 large carrots, peeled and coarsely grated1 green pepper (bell pepper), cored, seeds removed, and diced1 large onion, peeled and diced1 can goya beans (pinto, kidney, small red beans, etc), drained and rinsed1/4 cup chili powder1/8 to 1/4 tsp cayenne pepper1 to 2 canned chipotle peppers in adobo sauce, minced1/2 cup TVP (Textured Vegetable Protein - dry)1 (14.5 oz) can tomatoes, undrained1/2 tsp ground sage1 tsp oregano1 tsp pepper1/2 tsp salt2 cloves garlic, pressed2 cups water (or more, as needed)
Directions
In large saucepan, brown beef. Add onion. Cook until tender. Drain. Add garlic and spices. Cook 30 seconds or until garlic is fragrant but not brown. Add rest of ingredients. Cook 20 minutes (at a minimum) until green pepper and carrot are tender. Taste, and add salt and pepper. Can cook, simmering, for several hours if stirred occasionally.
