Basmati Rice with Vegetables and Cilantro

1 1/2 cups white basmati rice, rinsed and drained3 cups hot water1 tbsp vegetable oilSalt and pepper1 1/3 cup frozen peas1 cup shredded cabbage 1 1/2 cups shredded carrotssmall cilantro sprigs
Combine rice, hot water, oil, and salt and pepper to taste in a large saucepan. Bring to a boil over high heat. Boil 1 minute. Reduce heat to low, cover tightly nd simmer without stirring for 9 minutes. Meanwhile, remove peas from freezer.
Scatter peas over top of rice in 1 layer. Then top with cabbage and carrots. Do not mix. Cover and simmer 10 minutes or until rice is tender, liquid is absorbed, and peas are hot. Fluff rice gently with a fork. Taste and adjust seasoning. Serve topped with cilantro sprigs.
