Potato Cheese Soup

5 cups diced potatoes1 cup shredded carrots1 cup chopped celery1/2 cup onion3 cups water1/4 cup butter3 tablespoons flour4 cups chicken broth3 cups skim milk4 oz Velveeta cheese4 oz Mexican Velveeta cheese
Combine first 5 ingredients and simmer until vegetables are done. Do not drain.
In large soup kettle, combine butter and flour for one minute and add broth, milk and cheese. Heat until the cheese is melted. Do not boil.
Add veggies with water and serve.
