Herb-Crusted Tuna with Lemony Cracked Wheat Salad

Ingredients
3 cups bulgur wheat1 medium red onion, finely chopped2 large tomatoes, seeded and finely chopped2 cloves garlic, finely chopped1/2 cup coarsely chopped cilantro1/4 cup fresh lemon juice1 tablespoon finely grated lemon zest2 tablespoons honey1/4 cup olive oilkosher salt and freshly ground pepper3/4 cup olive oil1/2 cup cilantro3 tablespoons finely chopped tarragon1 tablespoon finely chopped lemon zest3 garlic cloves, finely chopped8 tuna steaks (6 oz each)kosher salt and freshly ground pepper
Directions
Place the bulgur in a large bowl and cover with boiling water. Cover the bowl and let sit 15 minutes. Fluff with a fork. Add the onion, tomatoes, garlic, and herbs, and mix. In a small bowl, whisk together the lemon juic, lemon zest, honey, and olive oil and add to the mixture. Stir well and season with salt and pepper. Set aside.

Preheat a gas or charcoal grill to medium.

Place the oil, herbs, lemon zest, and garlic in a food processor and process into a smooth paste.

Season the tuna steaks on both sides with salt and pepper and rub with the herb mixture on one side. Grill herb-side down until a crust forms, 2 to 3 minutes. turn over and grill 2 to 3 minutes more for medium rare (or to desired doneness).

Pile the cracked wheat salad on a large platter and top with the tuna steaks.
