Red Snapper Head Fish Soup

Ingredients
453 grams Onions, raw 3 stalk, large (11"-12" long) Celery, raw 6 medium Carrots, raw 74 gram(s) bell pepper, red, sweet, raw 2 cloves Garlic 25 cup (8 fl oz) Water, tap 1 tbsp Pepper, black 2 tbsp, crumbled Bay Leaf 32 oz red snapper fish 5 tbsp Cilantro, raw 2 tsp Pepper, red or cayenne 2 serving Lemon, fresh squeezed, juice of one whole lemon
Directions
Bring all ingredients to a boil except for lemons. Simmer for 2 hours. Remove vegetables and chop. Add back to broth. Debone fish. Add meat to pot. Reduce. Serve over brown rice
