shepherd's fish pie w/ goat cheese mashed potatoes

600 gr.(about 1 lb.) white fish200 gr. smoked salmon200 gr. frozen shrimp(thawed) or crab meat1 small red pepper1 large carrot2 tomatoes2 green onionsbig handful of parsley1 lemon1 T. flour1 kilo(approx. 2 lbs) potatoes1 T. olive oil60 gr. soft, goat cheesesalt and pepper to taste
while preparing the filling, peel and chop potatoes. cover with water, add some salt and cook until fork tender. will take about 15 min.
preheat oven to 400F/205C
while potatoes are cooking, get out a casserole dish. using a grater, grate carrot, pepper and zest lemon right into the casserole. chop green onions, parsley and tomatoes and add to the casserole. squeeze in the juice of the lemon. cut up the white fish and smoked salmon and throw them into the casserole. add the shrimp or crab. dust the pile with flour, salt and pepper and mix really well.
when potatoes are done, drain. put them in a big bowl and crumble goat cheese over the top. add olive oil and salt and pepper to taste. mash well and then drop spoonfuls over the top of the mixture in the casserole and spread evening. (do not skimp on the olive oil.... it helps the top to brown nice and crisp.)
place casserole in preheated over for about 40 min. it should be bubbly. if the top is not brown yet, turn on the boiler until the top is good and brown.
