Ingredients

2 halibut fillets (5 oz each)
1 1/2 Tbsp chili powder
2 Tbsp red wine
1/4 cup diced onion
1 Tbsp minced garlic
1/2 Tbsp olive oil
1 cup diced tomatoes
1/4 tsp oregano
1/4 tsp salt
1/8 tsp cumin
1 dried chili pepper
Directions
Rise fish; pat dry and set aside.
For sauce: cut open peppers; discard stems and seeds. Place in a small bowl and cover with boiling water. Let stand 30 minutes to soften. Drain well. Cut the peppers into small pieces. In a blender or food processor, combine wine and pepper pieces. Cover and blend or process until smooth. In a medium saucepan, cook onion and garlic in hot oil until tender. Stir in tomato, oregano, salt and cumin. Add blended wine mixture and chili powder. Bring to boil; reduce heat. Simmer, covered for about 10 minutes.
Preheat oven to 350 degrees. Place fish in a rectangular baking dish coating with cooking spray. Spoon about 1/2 cup of the sauce over the fish (cover remaining sauce and keep warm). Bake fish, covered, for 20 to 25 minutes or until fish flakes easily when tested with a fork.
