PEEL AND CUBE POTATOES. BOIL 20-25 MINS UNTIL TENDER. DRAIN WELL. MASH UNTIL SMOOTH. MIX SOUR CREAM, CREAM CHEESE, ONION SALT, GARLIC SALT, AND PEPPER. BEAT INTO POTATOES AND BEAT WITH WHISK UNTIL SMOOTH AND FLUFFY. PLACE IN 2 QT CASSEROLE DISH. FOR BEST TASTE: REFRIGERATE 12-24 HOURS BEFORE BAKING. TO BAKE, DOT WITH BUTTER AND TOP WITH SHREDDED CHEESE. BAKE 350 DEGREES FOR 30-45 MINUTES.
