Ingredients

2 cups - semi-sweet chocolate chips
6 oz. - vanilla melties (or white chocolate chips)
14 oz. can of sweetened condensed milk (divided)
2 tsp. vanilla extract
2-3 tsp. peppermint extract
3 drops of green food coloring
Tips
I did not have traditional chips, so I used the flatter "chips" from the bulk foods section of my grocery store. They are called melties, and I have found actually hold shape much better than the ones sold in the bags.
Make sure you use the peppermint extract with caution! Adding too much will make the flavor too overpowering!
Directions
With a double-boiler (or a pan and a glass bowl), melt the semi-sweet chocolate chips on low with 1 cup of the sweetened condensed milk, reserving the rest for later. Once chips have been melted thoroughly and combined with the milk, remove from the heat and mix in vanilla.
Spread half the chocolate into an 8x8 wax-paper lined dish. Place in refrigerator for at least 10 minutes to set.
Meanwhile, heat white chocolate with the remaining sweetened condensed milk. Remove from heat when fully melted, then add peppermint extract and 3 drops of green food coloring.
Spread the white chocolate portion over the first layer. Let the dish cool in the fridge for 10 more minutes. Reheat the rest of the chocolate if necessary, then spread the final layer of chocolate on the top. Chill for 2 hours.
