Tips
Save your arms; use a machine! Ideally a kitchenaid or some other whipping device. Even an eggbeater would work.
If your mix is grainy and you have a blowtorch, LIGHTLY hit the mixing bowl with some flame while mixing. The goal isn't to get the mixture *hot* (that will destroy the meringue's structure), but to melt the sugars into the egg whites. Conversely, you can try mixing it a little more to incorporate the sugar more evenly. Mixing the cocoa and sugar beforehand will help the sugar mix better.
Directions
Preheat oven to 325 F. Begin whipping egg whites. Add cream of tartar. Blend together sugar and cocoa; gradually add to egg whites after a froth has begun (about 2-3 Tbsp at a time). The mixture should end up with a glossy sheen, stiff peaks (think the "blizzard" test: if it holds its shape, it's done) and not be grainy. Drop onto greased unlined baking sheets and bake for 25 minutes. The meringues will double in size.
