Ingredients

    3/4 pound lean ground beef
    1 onion, chopped
    1 (10 oz) can cream of mushroom soup
    1 cup milk
    2 cups water
    1 cup long grain rice
    1/2 cup grated parmesan cheese
    3 carrots, thinly sliced

Directions

1. Spray a 2.5 quart casserole dish and set aside. In a large skillet, brown ground beef with onion; drain and set aside. Add soup, milk, water, and rice and bring to a simmer. Pour half of this mixture into prepared casserole.
2. Top with half of the ocnions and carrots. Sprinkle each layer with a bit of salt and pepper. Top with remaining beef mixture, then remaining onions, carrots, and cheese.
3. Cover and bake at 350 degrees for 1 hour. Uncover and bake for 5-10 minutes longer until bubbly and vegetables are tender.
